Civil
The Willoughby Municipal Court civil division is responsible for accepting, filing, issuing service, docketing, processing and maintaining records for civil cases. Civil cases include; contract disputes, personal injury, property damage, evictions and small claims. The civil division also handles applications for Trusteeship and Rent Escrow deposit.
The Clerk’s Office is unable to provide legal advice to any parties in a civil action. The clerks are not attorneys and the Court must remain an independent, third-party in all disputes. Small claims filings are heard at Willoughby Municipal Court if the claim seeks money damages of no more than $6000.00 and one of the following criteria are met:
- The transaction or incident in which your case is based took place in the Courts jurisdiction (Eastlake, Kirtland, Kirtland Hills, Wickliffe, Willoughby, Willoughby Hills, Willowick, and the Villages of Lakeline, Timberlake, or Waite Hill).
OR
- The defendant (individual or organization sued) lives or has its principal place of business within the Courts jurisdiction.

The Ohio Revised Code Chapter 5321 provides insight into the rights and obligations of both landlord and tenant in a rental agreement.
